The general rules of the NFL are used, except for the following:

- All USFLTeams have 45 players on the roster.
- All NFL Teams have 53 players on the roster.
- Each Parent Club contributes 20 players and the minor league team will contribute 5 players.
- All NFL Free agents may sign with any minor league team.
- All NFL Players must play at least 2 years in the NFL D-League.
- All NFL Teams may call up and assign players as many times as they choose, and veteran NFL players can be assigned with their consent.
- An NFL player on the disabled list may be sent to their minor league club for a "rehabilitation" assignment, allowing the player to face live competition (though not Major League level) as a means of working his way back into the regular lineup, prior to being returned to the team's active roster.
- All USFL players are required to play in every game, unless an injury occurs.
- The NFL teams would be allowed a five-man roster exemption to have five minor leaguers come and practice with the squad, with the option of having them play in the fourth quarter of any game. This would also be an extension of the active roster in December, to a 51-man active roster from the current 46.
- USFL players attend their Parent club's Training Camp starts in late July.
- Each team plays a 14-game season that starts in the first week of September and ends in the fist week of December.
- Home-and-Away series with the other seven conference teams.
- The playoff is a 4-team single-elimination tournament that starts in December.
- All playoff games will be played at the lower ranked team’s stadium.
- All games will be scheduled on non-traditional evenings for pro football: Tuesday, Wednesday, and Friday evenings.
- Each player that isn't a rookie or an assigned NFL player will make $2,500 per week ($35,000 per season) (EX: former NFL free agent who signs to play as a D-League Player).
- An veteran NFL player will continue to be paid his NFL salary and will continue to be included on his NFL team’s roster on the inactive list while playing in the USFL.
- an USFL Rookie must be paid at least the NFL Minimum Rookie Salary ($285,000).
- Individual Adults (ages 18-64) = $15 per person.
- Individual Children (ages up to 17) = 10 per person.
- Individual Seniors (ages 65 & up) = $5 per person.
- Season Adults = $105 per person.
- Season Children = $70 per person.
- Season Seniors = $35 per person.
- No "Tuck Rule" = In the USFL, if a passer brings his arm forward in a passing motion and then loses possession of the ball as he is attempting to tuck it back toward his body, it is considered a fumble.
- Chain crew and markers = Instead of bright orange, the chain crews' equipment (including vests, yardage "sticks", down markers, and endzone pylons) are lime green.
- Touchdown celebrations = Player celebrations (individual or group) are permitted only in the end zones or the bench areas.
- Field Goals = Field goals of over 50 yards are awarded four points instead of three, as in NFL Europe.
- Conversions = The USFL also offers a three-point conversion from ten yards.
